The goalposts moved because for all practical purposes there's no lower level than Vulkan/D3D12 since it's basically just a thin layer over and above the driver. We aren't doing retained mode and the full GL stack anymore. You have some buffer objects and a shader compiler. All the code is yours in a cut down C. Going lower than that you'd need to fight nVidia for the register map and reimplement their shader compiler.
