Then communications minster Malcom "Australians don't need more than 25mbps" Turnbull decided that fiber to the premises was too expensive (despite his personal investments in overseas companies that were rolling out the technology in other countries) and changed the nbn plan to a mixed technology of fiber to the node and copper to the home, which ended up going way over budget anyway.
