If a company wants to they can have a bug bounty program to pay out to ethical hackers whilst never disclosing the issue to their end-users. Of course that then bites all of them in the arse when they don't update and somebody independently discovers the vulnerability and possibly ends up causing more reputational harm and damage to you than if you just owned up to your mistake in the first place but that's what happens when you choose to role the dice. Sometimes it doesn't work in your favour.
