>>108204488There's "publishers" who prey on clueless devs. You can ask Valve for free keys for your game for giveaways and such but you have to have a good justification for it and there's a limit on how many keys they can give away at a time. What these websites do is they pretend to be interested in publishing/marketing your game, ask you to get keys from Valve so they can use it for promotions/giveaways, and then instead they sell these keys to third party resellers.

Presumably this functionality is normally intended for giving away to friends, family, reviews, promotional giveaways and so on, but some of these keys probably end up being sold on the side. Valve doesn't really bother with this as long as the game still gets a good amount of sales on Steam directly, I think it's mostly there as a sort of failsafe so they don't get fucked over by a dev using Valve's infrastructure for free but setting an insane price on Steam in order to sell the game somewhere else, thus bypassing Valve's cut.
