Not sure which is more doable:
- the west bringing low-paying manufacturing jobs back
- China increasing the purchasing power of Chinese to the point they won't rely so much on exports

Maybe none of these.
Could be more like: West offshores somewhere else, doesn't learn any lesson, because mah profits. And China just exports more elsewhere, as it's unable to raise their citizens' buying power

Both of those don't happen but not for reasons people think.
1. Manufacturing is trending towards extreme automation. Yes there are some things that are still going to be manual (just go to a Foxconn factory in Shenzhen) but those days are numbered. The reason why the US 'can't bring those jobs back' is because no one really wants to do them. Our manufacturing of critical technologies is already at all time highs.
2. For China, their population decrease will almost certainly raise median purchasing power and standard of living. They lack market processes and are carrying a huge amount of debt (similar to US but without dollar dominance) so their only hope is to ramp up automation. But this brings up another problem for the CCP- how to deal with the subsequent structural unemployment.
