And yes, projects like Lineage and GrapheneOS will stay free and aren't affected by the google dev lockdown. The only downside is that you aren't google certified, which makes some baking apps unusable, but luckily all my shit works, because I can install Googleplay + playservices and play protect in a private space.
Rooting will not be required and there most probably will still be a way to install unsigned apks without adb, although it won't be as straightforward as before.
