I keep seeing anons mention this or residential proxies (probably the same thing), especially when it comes to 4chan ban evasion, but there's very little information about how it works. Can people just connect to them as they please? Aren't they supposed to be closed to outsiders?

setup vpn software on your home server, such as shadowsocks or wireguard, then connect to it when you're abroad.
i did this when visiting china in particular so i could use youtube and 4chan and the like, and the person i was with could use facebook.
basically a residential vpn is a vpn hosted on a residential ip, in this case my own home internet connection. there's probably providers that route through residential ips... but i can't imagine for any non-dodgy reason, like the only reason someone would specifically want a residential ip is if they're doing something they shouldn't be. the only reason what i did isn't what i'd call dodgy is because i was using /my own/ residential ip. not giving it to others, and not using someone else's

speaking of this is one use i know of for botnets, like if you're infected with malware, using your own computer as a node to provide residential ips to others is a common use for botnets in the real, non-joke meaning of the word
