In february 2025 a bill was introduced that made it illegal for banks and money transfer services to deny service to customers operating within the law for any reason other than them being a documented financial risk. This means that paypal cannot stop serving a website for its political viewpoints.

However as of 2026, this bill is still sitting in committe with no sign of going to the senate for voting.

What went wrong and why is no one trying to speed up the process?

Well theoretically the government SHOULD want this sort of control. Currency is their responsibility and for an entity to refuse to perform an exchange of that currency is almost like deciding for themselves that money is only worth something when they deem it so. That shouldn't be tolerated by the government because the economy is not something dictated by credit processors because they didn't establish the medium of trade.

But you know that won't happen due to lobbying. I'm not even sure why the government would take the side of credit processors, exactly (who does it benefit to give them that much soft power), but you know they would.

It protects the ability of porn sites to accept credit cards. A bank would have to demonstrate that the particular porn company is a financial risk rather than a social risk. Historically, porn site have had lots of charge backs, which is something that a bank could point to as a financial risk if other businesses with similar charge backs are treated the same way.
