What's it called when scrolling text on a 300hz screen isn't smooth? sometimes when scrolling and paying close attention is looks like there's a horizontal line in some of the text and it appears twice very briefly.

It's called your eyes cannot see past 24 fps
So going past 144hz monitor makes your eyes go into OC mode and they start overheating and you witness what you describe in your post

Is your new monitor higher res? Maybe your graphics card can't handle it and the actual frame rate is lower than your old monitor.

It may be related to your window manager+compositor. Also check your graphics card driver and configuration.

Could be tearing or ghosting or both.

Tearing looks like it sounds a tear or line in the screen during motion and ghosting will look like the text glows and goes bold while in motion.

You can fix these by using you monitor settings perhaps finding a balanced response time or have a mode for gaming and a mode for normal usage and you can change some system settings also perhaps see if any sync technology is enabled like gsync/freesync/whateversync.

Just gotta play around with settings.

this particular system is a fairly fresh install of win11 (i know) for certain games and i did notice it came with some kind of 'screen snapping' function that would run in the background. could that cause this to happen?

thanks, by your description it looked more like tearing than ghosting, however even when scrolling it looks like a horizontal section looks ever so slightly off-white compared to your usual white internet background when scrolling text. it's the kind of thing that drives you mad once you see it, but it's quite minor. i'll have to look at the monitor settings and research as i'm very unfamiliar with monitor settings.

At least on modern Windows, the DWM is v-synced and even supports VRR. So either you're using some weird linux thing or you got driver/hardware problems if you're experiencing tearing.

That to me actually sounds more like either:
1. Overdrive on low refresh rate, it can leave some sort of lighter "trail" when scrolling
2. Shitty monitor overclock from factory, try a lower refresh rate if you see horizontal lines with different colors where they shouldn't be. If they disappear, you'll need to create a custom refresh rate of a little lower than 300hz. However, I don't know if this is the case, because these artifacts can be seen without motion (as in you can stop the page at a specific point and see some of these lines).
Keep in mind DSC (display stream compression) is necessary to drive those 300hz if your monitor is 1440p or higher. You disable that and you're already asking too much.
