Reminder that in order to install an apk you must:
1. Enable developer options
2. Enable installation from unknown sources
3. Authorize the app downloading the apk to install apks
4. Accept the Google Play Protection warning telling you that the apk is unknown, a warning where you can only see a button telling you to cancel the installation because "install anyway" is hidden under "other options."

It probably is about control, yes. The cases they're touting for this is to prevent people from getting scammed. Scammers often attempt to instill some sense of urgency in the person they're trying to scam (this is true enough) so the victim doesn't have time to think about things or to ask for help from somebody else. They're saying this process is intended to disrupt scammers attempting to make the victim install shit like remote access apps or straight-up malware.

I guess it does look like it would be somewhat effective for that, but I still think that's just a good excuse and the truth is they would really love to have a walled garden rather than an open platform.
