Installing apps outside of the play store without having to follow this process is still possible if you "verify" yourself/your apk keys.And nothing stops indian scammers to just verify themselves. The $25 fee is pocket change compared to the money they steal. And they can simply use the credentials of one of their low-payed workers or even scam victims. Boom: victims can still easily install their malware. And might be even more trusting now, since Google tells them it's verified and safe.
