Later console generations when they actually had variable framerate, we were already talking about 50 vs 60, with the games usually still running around 30 FPS for graphically pushing 3D games and rest ran 50 FPS vs 60 FPS and took full advantage of resolution difference. PS2, GameCube, etc also supported PAL60 and RGB, which made PAL vs NTSC meaningless.
