No, this is about routers that often use some old bargain bin ARM chips that might not. Or in other cases the backdoor might be in the proprietary firmware that's required to run full functionality (especially on ARM, like the raspi binary blobs. Or it could be in linux kernel directly as it's not as properly audited as people like to imagine and in the only test of their actual security, half of the vulnerabilities snuck in and the whole college that tested was banned.
