Its likely a rare hardware issue in both cpu and motherboard paired with a race condition. You will all be fine, right now there are only a handful of cases in millions of users. Asrock should just call it a day and give a 10 year replacement warranty for this specific issue. It wont cost them more than 50.000 bucks lifetime.

I used Asrock throughout the entire 2010s and my last build I did 2020 already showed signs of what was coming (the voltage was completely off so it pumped absurd amounts of juice into the cpu and I eventually got it to run smoothly by setting low voltages that should theoretically not work since too low). System otherwise kept trucking along and performed normally so I kept it.

But this development fucking sucks. Back then it was a total nobrainer for me since they were affordable and worked as expected. No idea what I could pick now.

Also it's not just asrock, its a global issue with the am5 x3d cpus. Its just a bit more prominent with asrock for still unknown reasons AFAIK.

one of my older mid-range boards has gazillion sata connection (now it is up to four of them, usually two and all other shit is nvme/m2 bs up to six of them even), had well designed layout where i could throw in three gpus without worry for passthroughs and such (these days they started bringing them close together so no way to do that anymore), all oc and hardware was reliable (not it is not)

I've had an ASRock motherboard paired with a 9800X3D for a couple of years now, in that time there have been three separate instances of it failing to post with the CPU LED lit, in all cases turning the power off at the wall for ~2 minutes has resolved it (thankfully).
I dread updating the BIOS due to their clear incompetence and each time this happens I fear it's dead for real.
