You undervolt and underclock it, use 60Hz instead of 240. And chances are it's going to idle at 100W or slightly lower. That's counting in your monitor too.
If it's too much heat and noise, you can try mini PC. It's like mac mini, but they're x86.
But it's true that macs have no competition, just because of superiour single core and idling below 10W. You cannot get that with PC with low noise and power.
