It was "letters of intent" with no actual money changing hands and no guarantee openai would buy.
This was the story from the beginning but interpreted as a done deal because openai had all the money in the world and the fabs have taken orders like these before based on simple agreements

Micron shut down its consumer memory division specifically to only deal with enterprise customers after OpenAI promised to buy 40% of the world's RAM. They would have a harder time selling RAM to customers besides data centers now than they used to. OpenAI is less interested in doing themselves now.

In retrospect I'm not quite sure of the logistics of this "deal" where it ever real to begin with.
Usually when companies make an allocation for RAM it's an allocation for their associated partners instead. Google will allocate RAM but the RAM is actually going to someone like Quanta or Foxconn where the actual servers are manufactured.
OpenAI will have partners for the same thing, but the question is who? and can that company actually take that much RAM and make it useful. Is there even enough Nvidia GPUs to pair with if all this memory is HBM?

Either way the market took it as a hard gospel this deal was 100% done and real with ZERO beliefs the other way.
