They tried it with x86 with the migration from BIOS to UEFI, but it had a strong opposition because people expected their PCs to be theirs. So now ARM is pushed super hard even if it doesn't make any sense, because there isn't any legacy to respect, you never were supposed to use any ARM device except how the manufacturer specifically allowed you to.
