Windows already has a folder for program data, it's called AppData, it even has 3 subfolders depending on how you want it stored. Problem is that software developers are fucking retarded and put their shit everywhere except there. There's also Saved Games but literally nobody has ever used it in the history of Windows.

Linux has the same problem.
