That's why. It's 2026. Most IPv4 addrs are owned by big cloud or residential ISPs full of botnetted customers because people still execute arbitrary nonfree shitware like tards. IPv6 is basically unblockable since you can't predict what prefix the user has: 48, 56 or 64 and you'll probably take more out in collateral damage.
