If you're not doing something retarded like running 37 VSync buffers at low refresh rate you probably already have relatively low latency and turning Reflex on will not really do anything noticeable. Going from 21ms to 9ms is probably unnoticeable or a very minor change.

People are retarded and Nvidia rather does marketing something else. Because of bad Vsync implementations and resulting high input lag, they get away with frame generation. They just use reflex to don't feel worse. You could just use reflex to make 60 fps really good. Better than shit 100 fps even.
