Holy shit. Someone actually managed to wasted countless hours of human lives be making them read this bullshit.
Which says this: if someone speaks on the background while you're trying to concentrate, they will disctact you. Most distracting are the voices of humans, especially when they change teh tone of the voice often.

They set the encoder up to fail to pad out many pages to reach a conclusion that everyone who knows anything about lossy audio already understands quite well.
