Most UEFIs have some short of boost/PBO tuning behind the scenes. GPUs come overclocked with their own BIOS tuning. It's all on the basis that Asus or whoever just sells you parts, they are responsible for the parts but no circumstance does any of them guarantee you a working PCYou can build a modern PC with "premium" components and it'll be less stable than the optiplex picked out the garbage.That's not to say you can't build a reliable PC but it requires you to really understand what you are being sold which is a sin in the PC building space nowadays.
