You need some way of alerting him short of scooting up next to him and tapping him on the shoulder, which is really the situation I could most see myself colliding with someone in. You could wait until he moves, but if he walks in the bike lane all the way along a long street, that could be five minutes of waiting him to get out of the way. It'd be like if someone was walking in the middle of the road, and they couldn't hear you honking your horn.
That said some cyclists do cycle like absolute lunatics and have a superiority complex, and they deserve your scorn.
