It can if you use your (smart) TV's build in video player (or some device hooked up to your PC) to play a video file.
For example I have a NAS with a media server and my TV can access it over WiFi.

Playing a movie on a laptop and then sending the image to a TV wirelessly isn't the right way to go about it.

I'm not using Chrome anymore so I don't remember exactly. But the way you checked it(at least on the version I was using) was a drop down thing on the upper right part of the UI.
You could see all media being played in the house, and it gives you an option to cast it to the television.
Maybe someone knows the details and can elaborate what the fuck it is exactly.
But last time I brought this up for discussion asking there was a way to disable it at least someone said there wasn't(they could have been wrong, but I couldn't find any option in Chrome either so I assumed they were right and just switched to Firefox.
