ive learned to share as little as possible. Any change I make that doesnt break anything no one needs to know about before hand. you have to distill it down into KPIs that you can display to him in visualized bar charts overtime. such as:
weekly count of critical errors from logs
weekly average CPU usage
weekly average RAM usage
weekly average downtime
weekly average application response time
weekly average computing costs (to run the shitty code)

you also want to somehow get a barchart of contract expenses on the same dashboard, also going up.

be sure to clearly explain that:
graph going up == bad
graph going down == good
because graph going up, in his world, is usually good.

If he balks then tell him you can prove it. Build said KPI dashboard now, targeting pre-launch environment. Build load testing application. Aim load testing application at pre-launch environment. Then prove it.
Tell him you will need KPI dashboard anyways when it goes to production so it's not a loss of effort to build that now. Also tell him load testing application will be critical for longterm pre-launch testing. Also tell him you can't support it in production if he moves forward with May release, and that the contractors will have to support it in production.

What you describe is business as usual but if the CEO stops listening to you and won't be swayed then find a new job.
