i turned it on and only got static, though desu i have no clue how to work it. It seems to cycle and look for channels automatically, it will stop at static as if its found a channel but it hasnt found anything.

Also what the hell is a squelch knob.

It sets the sensitivity threshold at which it stops scanning.

Anyway, do as >>108602402 or >>108602869 said. You can also listen to your local airport's communications or modify it to record pager signals. You may or may not be able to listen to the police depending on your location. Another fun thing to try is using it to receive signals from a license-free handheld radio (FRS, GMRS or PMR depending on your local laws)
