The HP Prime G2 is probably the closest thing to what you’re looking for. The Ti Nspire CX II CAS is close but still designed around exams as the keyboard cannot be qwerty or else it would be banned. The Ti-30X Pro MathPrint is pretty good as well but isn’t sold in the US.

Cheating is for those who express no genuine passion for the material that they should be engaged in to master for the sake of knowledge
Go into college not wanting to do real studying employers will not want anything to do with you when they see you not picking up the slack because an easy out to cheat wasn't available

You can literally write programs on your computer and transfer them into the calculators. Being able to write fast on the calculator itself is a non-issue, the only thing I can think off is switching calculators with the neighboring examenee or something to trade answers
