nobody even provides a package with it, only damn vim. Is there any package with only vi left?

On ubuntu-based systems vi is typically provided by vim-tiny to run vim in vi mode. Some other distros independently package the busybox vi as a package called vi. If you're looking for the old BSD vi it can't compile or run on modern Linux anyway.

Nobody does this anymore because busybox has made it too hard and also isn't even fully POSIX compliant with their vi. Also I know Arch used to use a fork of the BSD vi but recently switched to vim in vi mode because even that fork can't build anymore. Ironically it's easier to run proper vi on Windows these days than Linux.

I think debian ships with vi by default unless I am mistaken. I do remember running vi and getting annoyed by keybinds behaving weird because it actually was vi.
