Right now their goal is to get as many users as possible.
More users means more investors.

The shift happens when the investments can no longer cover the losses.
Then everyone will hike their prices and only the biggest survive because they can spread the cost of training their model over more users.

Once the competition is dead they will hike prices more and more to maximize profits.
How far they can take this will largely depend on how many competitors are left and the discipline of the cartel those competitors will eventually form.
