I think their primary school education was too analog for too long; hardly any computer use. It also doesn't help that English education here sucks and most programming languages have syntax and documentation in English. I think many children are finally given tablets now at school, but those seem more like content-delivery machines (i.e., digital textbooks). I don't know if teachers are giving them assignments where they actually create stuff on computers.
