On Windows it's PotPlayer, simply because it can deal with everything you could possibly encounter when pirating films/anime, and all the shaders and other configuration you might want to have.
It can re-time subtitles if the frame rates don't match, you can load other video files to use as an external audio track.
I've had to use all of this to cobble together the optimal version of an OVA - the best video from one file with the audio from another (that had the original dub) and subtitles from a 25fps rip.

There's something wrong with vlc on ubuntu with some machines. I had the same issue a few years ago. Vlc would take ages to load. It's perfectly fine on fedora, though.

Absolutely not, MPV is lighter, faster, and has flawless playback quality for any media as opposed to VLC, which can have various artifacts and issues especially with newer codecs.
