In the early 2010s when I was a $200 acer laptop poorfag I used to play shit like Borderlands 2 at 16-20fps for hundreds of hours with friends. This was a laptop that couldn't play 720p anime without lagging no matter the video renderer I used. It overheated trying to extract a large .rar file once. Those were the best years of my life.

The absolute minimums for me are
VR: 70fps
First person shooter with mouse: 60 fps
Third person game with gamepad: 30 fps
Racing games: 30 fps
Turn based strategy and Point&Click adventures: who cares.

Double the numbers and I'll have a good experience. Well, except VR because my headset and wifi can't handle 140fps.

Depends on how desperate and how ignorant you are.
I've been playing on PC since the 90s and anything resembling 20 fps was playable for us back then because what were we going to do, we were stupid kids.
When I had to play certain games on console because they're exclusive I adapted to sub 30 fps too.
Now I aim for 60 as it feels like the minimum frame rate with acceptable latency, if I can get more I will lower the settings and aim for 120.

90 fps should be the minimum, 60 fps made sense when everyone was playing shitty consoles on shitty tvs.
