Recently discovered how to upscale anime using mpv, my issue is that everything people recommend online is utter garbage and turns the image into an artifact mess, anything out there that's *actually* good? I don't ask for magic, just for old anime to not look ultra blurry on a 4k display

The even more important question is how is one supposed to upscale 720p and 1080p VNs? They look blurry on 1440p and 2160p displays if you use the in-engine bilinear/anisotropic gpu filtering
For videos i've found the default fine but MadVR NGU antialias or soft is nice too, little to no artifacts or making up detail, it looks slightly closer to how it would on a native resolution display.

It's been a while since I watched something that old and in bad quality, but back in the day I had the best results with MPC-HC and madVR. I remember madVR has a bunch of different neural upscalers and one of 'em was the best I could get for old stuff on a 4k screen.

Don't expect utter magic, if you're viewing some show which was originally 480i and was nuked by some ancient codec into an artifacting mess then you're not going to get any miracles, but it provided an alright image that still looked natural without any of those nasty and obvious upscaling artifacts on top. I don't remember the names exactly, I think it was NGU soft or NGU AA or some such. Install and play around with those and with their parameters.
