You can have a "no bloat and optimized" Windows for free already.
You're probably a neet or a min wage worker so assume you're getting paid 8USD/hr and learn how to modify Windows images on your own. That's 12 hours and a half of learning for the 100 bucks you're willing to pay.
Once you're done you'll be sufficiently capable of doing what you want and somewhat understand what you're actually modifying. This way you won't have to rely on Microsoft's generosity or on some russian ISO that you don't know what's inside.
