Yeah, that's kinda gay. Your situation is a bit different from mine. I have fiber to apartment, and they have their own locked-down router that comes before my router. I just asked them for full passthrough on one of the ports and they just gave it to me in like 15 minutes.
My IP is still technically dynamic, it just takes weeks to change.

i had this issue but i needed to turn on a pc but since no port forwarding cant send a wakeup packet directly to the router to wake it up.
soultion was to buy a raspberry pi w2 (i forget the exact model, cheap though), put tailscale on it, and us that to wake up the pc so i can access files. worked pretty well, it's almost a year now and it never gave an issues, 100% uptime, i can acces my pc from like 3500 km away
also acts as a VERY slow vpn in a pinch

Tailscale is cool. It also seems to be my only real option for what i want to do. Just kinda sucks, really wanted to set up my own vpn and not rely on a third-party application

Par for the course these days. I'm in a state where ISPs can basically do whatever the fuck they want. Some charge an extra $10 a month for a static IP, but I've had one that demanded an extra $50 a month. If we simply eliminated 3/4ths of the global population every three or four decades this wouldn't be an issue, but no one listens to reason anymore.

My isp gave me a static ip however, if you have a CGNAT ip you have the ability to switch back to a static one, check the router settings at 192.168.0.1 and see if you have that option otherwise get another ISP, I also have heard that some VPNs offer a port forwarding option.

You need to tunnel out via OpenVPN. Do not use Wireguard, it's shit. So is IPSec.

You will need a proxy service from here on out. Abuse Amazon AWS free-tier services to get a mini box, and use wireguard to have a constant connection open on it, and then forward all connections on that to your home server.
