By the time this came out nobody wanted a Windows phone. It had no support for regular x86 programs and there was no third party support for apps. They also tried pushing it along with Windows 8 which a lot of people resented since Windows 7 was an almost perfect OS that was being killed and they didn't want that stupid Metro design which the phone featured even more.

1. There was Apps, but Google prohibited use of their APIs on the platform and sued everyone using them. There was no official Google Maps, YouTube, Gmail, etc. Microsoft invested heavily on HERE Maps but it was unrealistic to compete against Google Maps, same with YouTube. There was Snapchat, and Instagram.

2. Microsoft changed the SDK three fucking times with no compatibility between them, this fucked up everyone who did publish their apps in the platform. This is why most apps ended up being web wrappers.

There are some merits to recognize to Windows Phone, they were the first on bringing a working mobile desktop with Continuum, which was the first implementation of a desktop from an smartphone only by connecting USB C output to a display. The Live Tiles were absolutely great, to this day, it cannot be recreated on Android even with their tile launchers. And the quality of the devices was one of the best during their first three years.

4. Nokia SOLD the smartphone branch, Microsoft got the rights to use "Nokia" as a brand on their phones for a couple of years before finally changing the brand to "Microsoft". Same happened when Microsoft sold it to HMD, they got the right to use "Nokia" for a couple of years, now they can only use their own brand. The real NOKIA is doing telecomm business and doing all right.

During 2012, 13 and 14 I used an LG Windows phone, a Google Nexus, and a BlackBerry Z10 and Z30. BlackBerry was by far the best and it's a tragedy they had to give up. Yeah this was Microsoft jumping in and expecting instant success in a very short time without doing enough. Seems to track with essentially everything they fucking do. And it makes no sense since they're so fucking large they could easily afford to take the financial hit purely to gain market share. I feel like their whole corporate structure is fucked, like most companies are, and they just want those immediate charts showing numbers increasing without actually accounting for real world impact. Google was really shitty about letting their apps be on this and just gave people dogshit webrappers. Microsoft mismanaged it and had CONSTANT issues with simple shit after windows phone 8, media library would break constantly and there was pretty much no first party solution to anything outside banking. To its credit some really good apps did come out of it like mytube which gave you adfree HD youtube at the time but were always breaking when google was feeling vindictive. The 4chan app was pretty great too, despite microshits lack of proper codec support.

I think they didn't attract enough developers fast enough. I remember trying my friends, and the apps were limited. With Google and Apple having such a large market share, and mobile OS's being extremely time consuming, you have to deliver apps fast and at scale. Devs were already making enough money from Apple and Android so saw no reason to switch.
