My 9800x3d idles at 42-45 depending on ambient temp. 4 steps is the minimum on the UEFI curve graph (MSI) and I don't need more;

>60C - 45%
>80C - 85%
>95C - 100%
45% is just under a specific speed where the fans start humming loud enough to be audible. It's going to change since I'm probably replacing the stock fans with something stronger.

Other fans follow a similar logic. Rear fan sits at 55% but never goes beyond 66%, so it is a stable speed that gets GPU air out without starving the AIO when its needed.
