The only usecase of hyperloop that makes sense economically is to transport goods between factories. Some companies use hundreds of trucks every single day to do this currently.
Not sure about china, but it's a bad fit for japan. Building train tracks in japan is already extremely expensive, because the country is too moutainous and it's probably the same for building hyperloops. There is also the risk of earthquakes and hyperloops don't seem to be very robust against damage. Goods are mostly transported by ships in japan.
