If we had switched to IPV6 when we had the chance it would have. IP scarcity allowed the ISP to convert free inherit traits of the internet into bonus services. This added price allowed hosting companies to sell the fruits of the these features back to users and get them to adopt their walled garden. The ability to host a website without asking for permission from the ISPs is what made the old web great. Now you have to spend a ton of money to get back what you got with the price of internet back in the 90s.
