That's what they want you to believe.
The tech related excuse is that with RT devs would not have to worry about the light maps (spoiler: they still have to make them).
The real cause is an to charge more. Like why RTX3050 even has RT support when it physically does not have sufficient computing power for it? Even modern 5060 entry series will choke on it.

Which means you aren't a noticer at all. This shit started with DX11 path tessellation when every AAA title after 2013 needed sliced up concrete and tarmac patches instead a few bumpy normal maps.
