Paypal's allowed to be "arbitrary" with your money because the feds want them to be arbitrary with your money. They get to fuck over everyone because they also fuck over people the feds want. The feds want super tight restrictions on your transactions, the feds want heuristics that fire off at even the slightest indication that you're doing something they don't like. They love this because it lets them fuck over criminals without them needing to to pesky things like getting a warrant or god forbid charging someone with an actual crime. Same reason VISA/Mastercard get near carte blanche to fuck you over. They're protected for the same reason.
