Because while some KDE apps are decent, Plasma sucks balls. A better question is, why does every single global theme in Get New look like trash?

Honestly he should just start building it with bare minimum deps with almost from scratch. My experience with this was that it was polished visually but due to KDE the experience was buggy. For example every other day on startup one of the scripts would not work and the bar on the bottom would look opaque. Sometimes logout login would fix this, sometimes I'd have to reinstall the thing. Don't get me started on the last KDE update that broke everything and this nigga took his goddamn time fixing it while he was moving to CMake at the same time

It's a shame because WIN7 look is the absolute peak of UIs. It looks timeless

In my experience the login screen was broken, and if you mistyped the password it would get stuck. The taskbar would also break with every update. These days, it *just werks* for me, but yeah, it sucks if something breaks you just gotta wait for him.
I'll give him props, though. He got Aero down to a tee. He's the only person I've seen put this much effort into it while being this accurate.

It's odd, everything that is awesome on Linux gets swept under the rug. That's why you don't see a ton of KDE support unless distros are basically strong armed into including it. People on Linux want to pretend the CLI is the way to go but refuses to make Firefox or Steam work in the terminal. You need a graphics server, and front end and all sorts of bloat. It is stuck in this limbo of HUI/CLI hell with the worst parts of each forcefed down the user's throats and the users act like it's some badge of honor that they know what sudo :{}{:!@ would do, don't run this, it might brick your bios or some shit. And that's the problem, the people developing Linux are too autistic to know what a user should be exposed to and what they shouldn't. They view everything as the same and then wonder why women find them icky.

I actually used Kubuntu when KDE 4 was still around (Kubuntu 11.10 if I remember correctly) so if I wanted to do a nostalgia dive I would rather install Oxygen rather than a weird Windows 7 recreation that likely doesn't work properly.
But I think flat themes are way overhated and Breeze in KDE 6 isn't even that flat anyway.

Making a new distro for just a theme would be stupid af. KDE (and probably other DEs) made theming as easy as possible. You can have 9x, Luna or Aero or whatever with just a few clicks. But also as people pointed out, oxygen and Air come back and both of those are Aero.

Every global theme on KDE overall looks like shit. Why is KDE so disgusting to theme for the average user who wants to actually use a PC? And if you do put in the time, you're rewarded with Krashing. KDE is literal garbage if you touch it beyond modifying the panel using the built in features. Widgets and themes break the entire DE and every single available theme currently is ugly as piss.
