You would be able to use any stock app including a web browser, but if you wanted to install apps on the iPhone you need to log into iCloud. However, uou dont have to stay logged in once they are downloaded. Android does have side loading, for now at least.

They just never really got the hardware fleshed out. Motorola did make one that had a laptop dock but Andorid didnt really have good full desktop then.
