Why exactly would you want to use one of those? You can do all that shit on modern mobos from the BIOS, you can even make custom fan curves that react to temperature instead of having a single fixed value. I think I still have one of those fan controllers from like 15+ years ago, but I do not understand why you'd ever want to use it rather than having properly working automatic control.

They are for manual adjustment. With dynamic adjustments you can get your fans to spin to 100% when your CPU gets hot. It's great to handle cpu demand spikes.

Why don't you just set your fan curves to max out when the CPU is past a certain threshold?

Better yet, undervolt your CPU so it never reaches thermal throttle limits even under max loads.

What? The motherboard is still controlling the fan. The fouth wire just gives the motherboard more data.
And 3 pin fans can adjust to load.

You can adjust voltage on 4pin fans and they will behave just like 3pin fans.
Motherboard manufacturers on the other hand have been cutting cost and removing fan voltage regulators, so only premium $1000 boards can now adjust both 3pin and 4pin fans on the same headers. It used to be default on any board.

some fans are designed to safely spin down at specific low signal
other fans are designed to keep rotating at minimal safe rpm even at 0% signal
but most cheap fans adjust linearly and choke at random low point requiring curve calibration to compensate for it
