Think about the log out button as a "Close everything and Lock" button.In example: You take a break and want a blank slate when you return. Everybody does that. Even if they can't tell you exactly why.If you log out, you know that nothing gets executed without your will. It is all closed.So unless you have something running that you want to stay running, log out is the sane default option to choose.Locking the screen is the exotic one.

I think disabling it by default is stupid but he just gave them multiple ways to add the option back into the GUI, with the easiest one on top. The setting already exists in gsettings so just add it to gnome tweaks.
