A few reasons:

> WinRAR “Add to archive” normally creates a new `.rar` file; it does not replace `C:\Windows` with a zipped-up Windows folder unless you also delete/move the original files afterward.

> You generally can’t archive the entire live `C:\Windows` folder cleanly while Windows is running. Many files are locked, protected, in use, or require elevated/system permissions.

The only semi-plausible version is: they tried to archive a bunch of system files, deleted something important, changed boot files, filled the disk, or interrupted something, and Windows broke. But the exact story—“Windows is zipped up, need WinRAR in BIOS to unzip it”—is basically a meme.
