you don't understand. they need the run menu being fast and performant to increase the effectiveness of the fake captcha scam. where they load a malicious command into your clipboard and the captcha asks you to press win+r, then ctrl+v and then enter. the slower this process is the more time the user has to realize that it might not be a good idea.
