how can I turn cartoons into ghibli cartoon, completely locally?

I would just download required AI files (.gguf?) into windows 11 computer and use easy to use Windows GUI to drop in a popular comic and hit convert and it creates ghiblified version of the same

and internet would never know who is making them

Local models are dogshit and nobody wants to make them better.
All the tools we use with cloud models are not working with local models. You won't believe the number of failures taking place whenever I try to make a local model use cline or kilocode
