We are talking about the steam client itself not the games, if a game is 32-bit then sure you need 32-bit libraries and those libraries should come with the game itself, but the question is why does the steam client need to be 32-bit?

64-bit wine prefixes uses WoW64, a compatibility layer to run 32-bit apps on 64-bit systems, in the end you still need the 32-bit libraries which are included in WoW64.
