I can hear little continuous "stream" noises in my headphones when my PS Vita is downloading over Wi-Fi. Same with my other devices if they're doing a http download. Does this mean toxic signals are going through my head?

But do you think this is damaging. If my headphones hear it, what's happening outside of just audio interference? My PS Vita is on the table by my tv, downloading some files, and I'm at my PC and the router is under the desk. And it just goes like

No. it's just interference.
The PS Vita's DAC is actually quite decent compared to most groundlooped piece of shit realtek DACs that somehow also have worse toslink output than LG's TVs
If you want to get rid of such parasite noises use TOSLINK with a galvanically isolated DAC(powered through a usb pd to dc converter and a powerbank, no usb)

forgot to mention, for the TOSLINK output either use a non-lg TV through HDMI or a usb interface that DOES NOT use a realtek chip(XMOS is fine)
for the DAC you can use any that has low noise floor and DC power input.
